A blended financing package of EUR 25 million has been finalized to support capacity expansion of the Bouillante geothermal power plant in Guadeloupe.

The Banque des Territoires and Bpifrance have announced a joint financing deal to support capacity expansion and optimization efforts at the Bouillante geothermal power plant in Guadeloupe.

The financing includes EUR 3.2 million in investment from the Banque des Territoires and a EUR 22 million loan from Bpifrance, confirming early news that was reported in 2025. The new funding will go towards exploratory drilling and infrastructure optimization, as well equipment modernization to improve energy efficiency and reduce operating costs.

“This partnership illustrates our commitment to accelerate the energy transition of territories, particularly in island regions where geothermal energy presents a sustainable and competitive solution,” said Antoine Saintoyant, Director of the Banque des Territoires.

“Geothermal energy is a sector of the future for France, with still largely untapped potential. This joint financing with the Banque des Territoires demonstrates our ability to mobilize innovative financial solutions for projects for ambitious industrialists, while reducing risks for project developers,” added Herve Lelarge, Regional Director for the French Antilles and Guiana at Bpifrance.

The Bouillante geothermal power plant is owned and operated by Geothermie Bouillante SA, which was acquired by Ormat Technologies back in 2016. It currently has a capacity of 15.5 MW, accounting for about 10% of the electricity needs of the island of Guadeloupe.

The current expansion plans are aiming to double the capacity of the current power plant. Ormat had already signed a PPA for 10 MW of new power generation capacity back in 2024. The long-term vision is for Guadeloupe to become a regional hub for geothermal energy in the Caribbean, exporting its expertise to other islands.
